We present Jaroslaw Kaczynski's speech at the Law and Justice Political Council, which is being held at the party's headquarters in Warsaw on Saturday.
Dear Sirs,
We are at a special moment - we have seven years of Donald Tusk's government behind us, we have a time of missed opportunities, a time of lowering standards, a time of unfulfilled promises. And we have at the same time a personal, purely individual success of the former prime minister. The success that was supposed to change also his personal situation in Poland. Many counted on the so-called Tusk effect - it was believed that Poles will forget about all that happened during these years: scandals, inconveniences, crises in various areas, that this election will cover everything. It was hoped that this would have an effect in the supplementary elections to the Senate - that weekend of September 6-7 and the announcement of unfavorable polls was to be a weekend of our defeat and failure. But it turned out that Poles remember, they know and Poles cannot be so easily misled. I wanted to congratulate our winners - because we won 3:0.
- said the head of PiS, naming three new senators from his party: Izabela Kloc, Maria Koc and Jarosław Rusiecki, as well as those who elected them.
Mrs Izabela Kloc's result is 20% better than in the previous election - in a very difficult constituency. This is really a great thing.
In short, the Polish people cannot be so easily misled - but there is the matter of holding this government and these seven years to account. This government has not said what it has and has not accomplished. And it is the task of the opposition - to make this account. An audit of this government is needed and we undertake this task! This audit will be presented in due course. It is really very important. It cannot be so that years of bad government pass and there are no consequences.
The document we are preparing will be very rich - I wanted to draw attention to two particularly hot and painful problems: it is the question of our security in the military sphere, it is about the erroneous Eastern policy, which provided Putin for aggression. All sorts of provocations, the Georgian war, the construction of the northern pipeline were preparing this present offensive. When President Lech Kaczyński reacted in a courageous manner, he was attacked and insulted. Everything was given up - let me also remind you of the Smolensk catastrophe and what followed it.
This has to be evaluated in political terms - and it was a huge mistake, for which we are paying today. It is no excuse for the fact that the Western countries were pursuing a policy of reset at the time. We are at a different point in Europe, we have different knowledge and political experience - we must not be naive. Not everyone in Poland was naive. We were not naive and we were right.
We were also right when we spoke all the time and when we acted in the energy realm. The lack of a gas port is something that everyone can see and notice. This lack is a great threat to our interests: Polish industry and Polish households. It could have been done - everything was done to pretend that it was being done and not to make the gas port. This should be remembered.
But this document must be incomparably richer, which will describe all areas of social life .
We also have before us the appointment of a new government which, all things considered, will be a government of worn-out faces, a government of lost causes. A government that will be a continuation and perhaps even a worsening of what has gone before, and which will certainly not change anything. We presented the proposal of the technical government twice - we were prevented from doing so: it was the work of Platform and PSL. Today it is history, there is no point in going back to it. It is only necessary to remind that there is no alternative in Poland.
It is not only about an alternative in the form of a large opposition party, but also a substantive alternative. There is our programme, the programme of Polish development and Polish success! Not just any kind of development. Imagine the situation - some family wins a large sum from games of chance and plans to build a house. It is supposed to be ready after two years - and it is ready after four, the house is half the size, and all the money has been spent. This was the success of the Civic Platform.
It is worth asking any Pole who has a family and his own farm whether he would consider such a situation a success. Especially if the subcontractors continued to complain that they had not been paid.
Today we must do everything so that in these months between us and the local, presidential and parliamentary elections the truth about the alternative for Poland is communicated. So that the Poles know that it is possible to support this alternative, that Poland can be governed differently, that Poland can be governed well. For the same money one can do incomparably more - that it can be fair and honest!
At the same time, we must be able to show the truth about what is being prepared - this is a government of worn-out people that will probably not learn any lessons from the compromise. Certain votes and appointments that are announced indicate that our political opponents have only one plan: an internal war with PiS. And this war in the situation of threatening Poland. If these predictions turn out to be true, it will be a measure of irresponsibility and even criminal character of this power.
We don't want war - we want the last months, the last year of this term to be spent doing good work. But this requires good will from all sides. We have it, but we don't see any traces of good will in PO and this party's faithful ally - PSL. We see the road towards leftism, brawling, the road that leads Poland into an abyss. We must stop our homeland on this road.
We must ensure that we have a Poland that is well-governed, fair, and truly counts in Europe - with the standing that the people of Poland deserve. Thank you very much.
