Marek Kuchciński s-a născut pe 9 august 1955 în Przemyśl. A absolvit I Liceu Teoretic "J. Słowacki" din Przemyśl. Între anii 1974-1978 a studiat istoria artei la Universitatea Catolică din Lublin. În 1978 a absolvit Școala Postliceală de Horticultură. În anii '80 a organizat în Przemyśl o comunitate de cultură independentă în afara cenzurii, a publicat și coredactat trimestrialul "Strych Kulturalny". A activat în mișcarea țărănească independentă - a fost membru al Comitetului Național de Rezistență a Agricultorilor și autorul unor articole pentru revista acestui comitet intitulată "Solidarność Rolników". Din 1982 face parte din Activitatea Pastorală a Agricultorilor din Krasiczyn (prima din Polonia), organizază (împreună cu pr. Stanislaw Bartmiński) ajutorul alimentar pentru muncitorii din Silezia. În anii 1983-1989, acționând de asemenea în afara cenzurii, a fost coorganizator al Zilelor Culturii Creștine în Przemyśl și al expozițiilor internaționale de artă "Om - Dumnezeu - Lume". Pentru activitatea sa opoziționistă a fost arestat în 1985. A fost închis în Penitenciarele din Jarosław și Przemyśl.

În 1989 a fost cofondator și purtător de cuvânt al Comitetului Cetățenesc "Solidaritatea" din voievodatul Przemyśl. În anii 1990-1992 a fost membru al Comitetului Național Cetățenesc "Solidaritatea" cu Lech Wałęsa. A fost fondatorul și președintele partidului Porozumienia Centrum (1990-1999) în voievodatul Przemyśl. Între anii 1990-2000 a ocupat funcția de Președinte al Societății Culturale din Przemyśl, editor al trimestrialului "Spojrzenia Przemyskie". Vicepreședinte al filialei din Rzeszów a Asociației Jurnaliștilor Polonezi. A prezidat consiliul de programe a Radioului Polonez Rzeszów și a fost corespondent al Radioului Polonez în Lvov. Între anii 1994-1999 consilier al orașului Przemyśl.

Din 1999 până în 2001 a îndeplinit funcția de subprefect al voievodatului podkarpackie. Neîntrerupt din 2001 este deputat în Seim, îndeplinindu-și mandatele ca deputat din partea partidului Lege și Justiție. Pe 4 august 2010 a devenit vicemareșal al Seimului legislaturii a VI-a, iar pe 8 noiembrie 2011 - a fost ales vicemareșal al Seimului legislaturii a VII-a. A prezidat comisiile parlamentare: Comisia Administrației și Afacerilor Interne și Comisia de Protecție a Mediului, Resurselor Naturale și Silviculturii. A fost vicepreședinte al Delegației Parlamentare la Adunarea Parlamentară a Republicii Polone și Ucrainei și membru al Grupului Parlamentar polono-ungar.  

Din 2010 este inițiatorul unui ciclu de întâlniri - conferințe ale țărilor carpatice sub sloganul "Europa Carpaților", al căror obiective sunt consolidarea cooperării în toate domeniile de activitate publică și construirea unei rețele internaționale de parlamentari care acționează pentru dezvoltarea durabilă a zonei carpatice. În perioada cuprinsă între 12 noiembrie 2015 și 09 august 2019 a îndeplinit funcția de vicemareșal al Seimului legislaturii a VIII-a.

A fost ales deputat al Seimului legislaturii a IX-a. În prezent Vicepreședinte al Comisiei de Legătură cu Polonezii din Diaspora și membru al Comisiei de Protecție a Mediului, Președinte al Echipei Parlamentare Carpatice și al Echipei de Salvamont. Este reprezentantul delegației Seimului și Senatului Poloniei la Dimensiunea Guvernamentală a Inițiativei Central Europene. De la 12 februarie 2020 este președintele Grupului Parlamentar polono-ungar, participant activ al grupurilor: polono-slovac, polono-român și polono-ceh.

În plus: I-a fost acordat premiul Radioului și Televiziunii Poloneze din Rzeszów și premiul Instituției Prefectului din Przemyślśl pentru realizationările din domeniul culturii. A obținut premiul "Nowiny" la categoria Omul politic al anului 2003. Este căsătorit, are trei copii.

MAI IMPORTANTE DISTINCȚII

• Ordinul "Pentru Merit" pentru Ucraina (anul 2010) - pentru importanta contribuție personală la dezvoltarea relațiilor polono-ucrainene și consolidarea autorității Ucrainei în lume.
• Crucea pentru Libertate și Solidaritate (anul 2016) - pentru activitatea sa de opoziționist împotriva dictaturii comuniste din perioada Republicii Populare Polone.
• Marea Cruce a Ordinului Ungar (anul 2018) - ca recunoaștere a meritelor sale deosebite la construirea relațiilor politice și sociale ungaro-polone.
• Ordinul "Pentru Merit" pentru Lituania (anul 2019) - pentru contribuția la dezvoltarea relațiilor între Lituania și Polonia, îmbunătățirea cooperării politice, economice și sociale între cele două țări.
