Parliamentary inquiry concerning a pedestrian crossing at the Żurawica Osobowa station

Dear Minister.

Acting pursuant to Article 14(l)(7) of the Act of 9 May 1996 on the exercise of the mandate of a deputy and senator (Journal of Laws of 2016, item 1510, as amended) and Articles 191(l), 195(l) and 195(2) of the Rules of Procedure of the Sejm of the Republic of Poland (M.P. of 2012, item 32, as amended), I submit a parliamentary inquiry on the construction of an underpass under the existing railroad track at the Żurawica Osobowa station, on the Kraków - Medyka railroad section in the area of the Podkarpackie Voivodeship.

The Żurawica commune has been trying unsuccessfully for several years to build the above-mentioned underpass. The passage would enable easy access to the other side of the railroad line, to the existing road in Bolestraszyce.

In the decision of the Podkarpackie Voivode, ŚR.IV-6613-8/08 dated 28.08.2008, concerning the environmental conditions of consent for the execution of the undertaking entitled "Modernization of the railroad line E-30 (corridor II) on the section Krakow - Medyka - state border within the territory of the Podkarpackie Voivodeship", the indicated investment was taken into consideration. At the stage of issuing the decision by the Podkarpackie Voivode, the inhabitants of the Żurawica municipality submitted two letters indicating the need to build a safe crossing.

On 1.11.2016, the Department of Railways in the Ministry of Infrastructure and Construction was again approached by representatives of local municipalities to resolve the issue of transition under the National Railway Program.

Despite the lapse of almost 9 years since the commencement of the undertaking entitled "Modernization of railroad line E-30 (corridor II) on the section Krakow - Medyka - state border in the area of Podkarpackie voivodeship" no activities improving the safety of passers-by at the aforementioned station have been carried out. It is worth emphasising that the investor shared the opinion of the representatives of the commune on the need to solve this problem, hence the inertia in this matter is even more puzzling.

The need to take action on this issue is urgent as it also affects disabled people who benefit from daily rehabilitation. The railway track at the level of the unloading ramp is very wide and crossing to the other side is done illegally. Penalties for crossing the railroad track in an unauthorized place are not effective enough. Moreover, fatal accidents occur at this location.

In view of the above, please answer the question:

  • Will the pedestrian crossing at the Żurawica Osobowa station be included in the National Railway Programme?
  • Are there any activities planned in the near future to allow safe crossing of the tracks on this rail section?
