The European Union has approved Poland's National Reconstruction Plan (NRP)

Today, European Union member states approved the Polish National Recovery Plan (NRP). The decision was taken at a meeting of EU Finance Ministers in Luxembourg.

The European Commission (EC) accepted the NIP and today's decision is the final of the whole procedure. As emphasised by the government spokesman Piotr Müller, the financing of all the programmes planned for the upcoming months has already started within the framework of the national pre-financing procedure - the realisation of the programmes, which are included in the NIP, i.e. road and railroad investments, the Maluch Plus programme, the next edition of the Clean Air programme, begins.

The National Reconstruction Plan will strengthen the Polish economy, security and give impetus to development. The NIP consists of 54 investments and 48 reforms - more than PLN 158.5 billion, of which PLN 106.9 billion is non-repayable funds.

It assumes, among other things, preparation of key investments for the economy, implementation of technologies and environmental innovations or increasing the number of places in crèches.

GREEN ENERGY AND REDUCTION OF ENERGY INTENSITY

will increase the effectiveness of actions taken so far to improve air quality in Poland, assumes the replacement of heat sources and energy thermomodernisation. Offshore wind farms in the Baltic Sea may become the foundation of the Polish energy sector. In addition, 2.5 million hectares of agricultural and forest land will benefit from improved water retention.

DIGITAL TRANSFORMATION

These include new public e-services, data platforms, information systems, increasing the digital competence of citizens, access to broadband Internet, bridging the digital divide in access to education.

Among other things, the program includes 1.2 million portable computers with the necessary software delivered to schools for use by teachers and students.

EFFECTIVENESS, ACCESSIBILITY AND QUALITY OF THE HEALTH CARE SYSTEM

is to carry out reconstruction, expansion and modernization of, among others, hospitals and health resorts, it is also modern equipment, medical devices and improvement in the quality of patient treatment, as well as financial support for 80 research projects for scientific units
and biomedical entrepreneurs.

GREEN, INTELLIGENT MOBILITY

is to increase the share of alternative fuels. The amendment to the Act on Electromobility will increase the share of green vehicles in public procurement, introduce a statutory obligation for cities to replace buses with electric and hydrogen ones, and improve communication in all regions.

It also assumes the obligation to create clean transport zones in cities with populations over 100,000, purchase of over 100 modern units for PKP Intercity and regional operators, increasing traffic safety by reconstructing 305 dangerous places, building 90 km of road bypasses and installing 128 automatic recording devices.

As misinformation is being reported in the media space, we assure you that:

We are not working on and do not plan to extend sections of expressways to include tolls for light vehicles (e.g. passenger cars, motorcycles). The upcoming extension of the tolling system is planned only for vehicles with a maximum permissible weight of over 3.5 tonnes and buses.

We want the quality of roads in Poland to be high. First of all, large vehicles such as trucks damage our roads. It's natural that rich expedition, logistics and transport companies (including international ones), should bear more cost of road maintenance.

We will promote the use of electric cars. That is why we want to introduce lower registration fee for such vehicles than currently. We will not impose top-down restrictions on local governments concerning the entry of combustion-engine cars to cities.

There has been no decision on mass social security contributions for all work contracts, as is the case with employment contracts. In addition, no work is underway and there are no plans to make contribution to contracts for specific work.

The agreement with the European Commission on the National Recovery Plan does not assume an increase in the retirement age. It is about longer working lives of seniors.

By raising the tax threshold for income from PLN 85,528 to PLN 120,000, the tax rate was reduced as much as
by 20 percentage points (from 32 percent to 12 percent). The group of people with income above 120,000 gained from the income tax rate reduction.

In addition, PIT-0 for working seniors has been introduced. Thanks to this, taxpayers who are the recipients of this relief will enter the 2nd income threshold only after exceeding over PLN 205 528.
