A government of dialogue - a meeting of ministers with representatives of Solidarity

On December 19, a working meeting of the Team for working out an agreement between the Government of the Republic of Poland and the National Commission of NSZZ "Solidarity" was held under the chairmanship of the head of the Chancellery of the Prime Minister, Marek Kuchciński.

The main topics of the negotiations were:

(a) support for energy-intensive enterprises;

b) changes in the country's energy policy;

c) remuneration in the sphere of public finance, including changes concerning remuneration in

the budgetary sphere, with particular emphasis on education;

d) contribution to the Company Social Benefits Fund;

e) exclusion from the minimum wage of the allowance for work in conditions harmful to health,

particularly onerous or dangerous;

f) changes in the functioning and financing of Nursing Homes;

(g) special protection for certain categories of workers, including trade unionists;

h) amendments to the Act on old-age and disability pensions from the Social Insurance Fund including

apprenticeship pensions.

2. The Co-Presidents agreed to appoint:

I. Working Group on Energy Policy;

II. Working Group for Remuneration in Public Finance, including changes

concerning salaries in the budgetary sphere, with particular emphasis on education (reference

educational subgroup). Also exclusion from the minimum wage of the allowance for work in

conditions harmful to health, particularly onerous or dangerous;

III. Working group for pensions and disability pensions, including traineeship pensions.

3. On the part of the government, the above-mentioned working groups will include:

I. Energy Policy Working Group: members of the Team appointed by:

Minister of State Assets, Minister of Climate and Environment and Minister of Development i

technology;

II. Remuneration Working Group: members of the Team appointed by: the Minister

Finance (leading role), Minister of Education and Science, Minister of Culture and Heritage

of the National Institute, the Minister of Family and Social Policy and the Minister of Health;

III. Working Group for pensions and disability pensions: a member of the Team appointed by the Minister

Family and Social Policy.

4. The co-chairs of the Team, in consultation, may invite people to participate in the work of the groups

working representatives of government administration bodies other than those indicated in point 3,

institutions or organizations, as well as specialists and experts whose knowledge and experience

can be used in carrying out their tasks.

5. It was also agreed to set up a working group or to convene a dedicated conference

demographic challenges in the perspective of 20-30 years. Its concept will be proposed by a member

Team appointed by the Minister of Family and Social Policy.

6. A member of the Team appointed by the Minister of Finance will analyze the issue of the write-down for

Social benefits fund.

7. A member of the Team appointed by the Minister of Development and Technology will analyze the issue

special protection for certain categories of workers, including trade union activists.

8. The co-chairman of the Team on behalf of the National Commission of NSZZ "Solidarity" informed

about the ongoing talks on changes in the functioning and financing of the Houses

Social Assistance.

9. By agreement, the Team determined January 15, 2023 as the date for verifying the findings from

meeting held on 19 December 2022.
