Amendment to the Law on Prohibition of Propagation of Communism or Other Totalitarian Regime clarifies the implementation of the so-called Decommunization Act and ensures the stability of changes made under this Act. The amendments relate to the Act of 1 April 2016 on prohibiting the propagation of communism or another totalitarian system by the names of organizational units, auxiliary units of the municipality, buildings, objects and public utility devices and monuments, and the Act of 22 June 2017 on amending the Act on prohibiting the propagation of communism or another totalitarian system by the names of buildings, objects and public utility devices.
Amendment to the Act on amending certain acts in order to increase the participation of citizens in the process of electing, functioning and controlling certain public authorities. The new regulations are expected to increase the role of the local community in the functioning and control of local government. The transparency of the election process is to be increased and the potential for abuse limited. The law provides for, among other things, the double term of office for heads of villages, mayors, and city presidents and the proportionality of local council elections. The institution of the civic budget will be strengthened and regulated at the statutory level, broadcasting of sessions of councils and regional assemblies will be obligatory, the oversight powers of councilors will be increased, and citizens will be given the right to submit civic resolution initiatives. The transparency of the electoral process will be enhanced by, among others, the obligation to broadcast the work of PECs, the increased role of shop stewards, and changes in the procedure of PEC work. New independent election organs will be established: PEC and district election commissioners. They will take over some of the responsibilities previously exercised by local politicians, often interested in the outcome of the elections. The law also provides for a new organization of the State Election Commission, which is to come into force after the end of the current term of the Parliament.
Amendment to the Act on Insurance and Reinsurance Activity. It adjusts Polish law to EU regulations concerning insurance and reinsurance activity. The supervisory authority is to be able to recognize an insurance or reinsurance company as an internal insurance or reinsurance company. The changes also include solutions concerning the conclusion by domestic insurance companies of agreements on co-insurance of large risks located in Poland and other EU countries.
Amendments to the Goods and Services Tax Act. It relates to the implementation of the ruling of the Court of Justice of the EU by introducing amendments to Appendix No. 3 to the Act, consisting in extending the basic rate of tax on goods and services to certain products currently listed in that Appendix.
Amendments to the Act on Environmental Protection Inspection and the Environmental Protection Law. The purpose of the amendment is to improve the quality of ambient air testing, as well as to increase free and universal access to information on the distribution of pollutants.
Amendment to the law increasing the effectiveness of the control of infectious animal diseases by introducing new solutions regarding protection against spreading infectious animal diseases. The purpose of the amendment is also to increase the effectiveness of the Veterinary Inspection authorities through the possibility of imposing additional orders, bans and restrictions in connection with combating infectious animal diseases, as well as the introduction of administrative sanctions for their non-compliance.
An amendment to the Act to amend certain laws to facilitate the recovery of debts. It amends the Act of 7 April 2017 on amending certain acts to facilitate the recovery of debts. The essence of the changes comes down to a change in the deadline for the launch of the Public Debt Register.
Resolutions passed by the House:
Resolution on the commemoration of the 100th anniversary of Polish avant-garde. The artistic activity of Polish artists of this direction in art influenced the process of social change taking place in Poland in the early 20th century.
Resolution on the commemoration of the Ossolińskis National Institute. The Ossolineum is one of the most important and oldest centers of Polish culture, whose rich library collections include old prints and manuscripts important to Polish history.
