 on the initiative of creating the Wacław Felczak Foundation

The community of destinies, the heritage of values and Polish-Hungarian historical ties, which developed over the centuries, proved to be durable and inspiring also in the 20th century - in the times of war, occupation and enslavement. It is with great satisfaction that we state that the Polish-Hungarian brotherhood, which met all the dramatic challenges of the past, proved lasting also in the moments of freedom, victory and the building of a new Europe. The two nations, Polish and Hungarian, which have substantially contributed to the great political breakthrough in Europe, continue and develop their cooperation under the conditions of security, membership in the North Atlantic Treaty Organisation and the European Union, putting forward numerous bilateral and multilateral initiatives, especially in the regional dimension.

The Seym of the Republic of Poland and the National Assembly of Hungary are convinced that the consolidation and development of the unique Polish-Hungarian relations should be supported by institutional form, therefore they take the initiative to establish the Polish-Hungarian Foundation. The Seym of the Republic of Poland and the National Assembly of Hungary are convinced that the patron of the Foundation should be a symbolic figure, connected with the history of both countries. This is Professor Wacław Felczak, whose self-sacrificing and heroic life coincided with the tragic times of World War II and post-war enslavement for both nations. He is a heroic courier of the Polish Government in Exile during the war years, and a prisoner sentenced to life imprisonment during Poland's postwar enslavement, released as a result of the 1956 uprising. The seminars he led in Hungary in the 1980s played an important role in the formation of the Hungarian democratic opposition, including the Fidesz party in 1988.

The Foundation's task will be to broadly understand the deepening of Polish-Hungarian friendship and cooperation. The Sejm of the Republic of Poland expresses its hope that the Foundation will fulfill its tasks through, among others:

 transmitting the meaning of Polish-Hungarian tradition to young generations;

  1. Strengthen cooperation and networking among representatives of the younger generation, particularly in the fields of culture and sports;
  2. To support scientific and educational initiatives and projects aimed at mutual understanding of each other's language and culture, history and politics;
  3. supporting mutual innovative thought of Polish-Hungarian cultural, economic and political organizations in order to strengthen competitiveness of both countries.

The Sejm appeals to the Government of the Republic of Poland to support this initiative and to take administrative and financial decisions that will foster the establishment of a cultural institution, the Wacław Felczak Foundation.
