Our Homeland. Our Future - This was the motto of the Fourth Congress of Law and Justice, which took place on June 28-30 in Katowice and Sosnowiec with the participation of 1267 delegates.

The most important points of the Congress were the elections for the new term of the party authorities: the President of the Law and Justice party, the members of the Political Council, the National Audit Committee, the Peer Disciplinary Court.

The inauguration of the Congress was preceded by the laying of flowers in front of the Silesian Insurgents Monument in Katowice. The congress started on Friday in Katowice with a panel about Silesia. On Saturday the delegates moved to Sosnowiec.

The closed session discussed changes to the party constitution.

During the Congress there were 13 panel discussions, including on labor, family, pension system, taxes, health care, agriculture, citizen security, foreign policy, education and culture, youth.

Delegate's mandate was ex officio granted to: PiS President, members of the Political Council, the National Audit Committee, the Peer Disciplinary Court, chairmen of Regional Councils and District Boards, chairman of the Board of the Youth Forum of PiS. Moreover, MPs, senators, MEPs if they are PiS members. Delegates were also PiS members elected by Regional Assemblies.

The Congress is the highest authority of the Law and Justice party. It is convened by the Law and Justice Chairman at least once every four years. During the term of office, further sessions of the Congress may be held. The exclusive powers of the Congress include: adopting the Law and Justice party program or program documents, adopting the ideological declaration, electing the authorities (the President, the Honorary President, the Political Council, the National Audit Committee, the Peer Disciplinary Court).

During the Law and Justice party convention in Sosnowiec on Saturday, Jaroslaw Kaczynski was re-elected president of the party. He was the only candidate for the post of PiS chairman. He was supported by 1131 delegates, 17 were against and 12 abstained.

The following were elected to the Regional Council from District 22 - Krosno: Władysław Bukowski, Henryk Kozik, Witold Lechowski, Tadeusz Chrzan, Krzysztof. Sobolewski, Marian Kozłowski. In addition, the following parliamentarians entered from the key: Bogdan Rzońca, Marek Kuchciński, Piotr Babinetz, Alicja Zając and Andrzej Matusiewicz.

From District 23 - Rzeszow were elected: Józef Jodłowski, Bogusław Kmieć, Mateusz Kutrzeba, Mariusz Olechowski, Jerzy Paul, Jacek Rożek. The following parliamentarians entered from the key: Andrzej Szlachta, Jan Warzecha, Stanisław Ożóg, Krzysztof. Popiołek, Kazimierz Gołojuch, Kazimierz Moskal, Zbigniew Chmielowiec, Janina Sagatowska, and Tomasz Poręba.

Andrzej Wyczawski became a member of the Colleague Disciplinary Court from our district and Andrzej Ćwierz became a member of the National Audit Committee.

In his speech, Jaroslaw Kaczynski mentioned the social movement, born after the 2010 Smolensk catastrophe, which "allowed the memory" of President Lech Kaczynski to last. "I would like to thank all those who were involved in the great action, thanks to which we are here and we are with great hope for change in Poland," - said the PiS president.

PiS president Jarosław Kaczyński announced on Sunday a reorganization of the government's structure after PiS won the elections. New ministries are to be created: development, construction, maritime economy and energy. The treasury department and possibly the economy department are to be liquidated.

Jarosław Kaczyński presented assumptions of the government reform on the third day of the Law and Justice party congress in Sosnowiec. He announced liquidation of Ministry of Administration and Digitalization and restoration of Ministry of Interior and Administration. What the president called a 'department', i.e. the Ministry of Internal Affairs, associated with the times of the People's Republic of Poland, is to disappear from this ministry.

PiS also wants to bet on housing policy by restoring the relevant ministry. It also wants to rebuild the maritime economy by creating a ministry dedicated to this field. At the same time, the party intends to consider abolishing the Economy Ministry and announces increasing the powers of the General Prosecutor's Office. The Ministry of Administration and Digitization is to be abolished and the Ministry of Internal Affairs is to be reinstated.
