Participants of a local government conference organized by the Law and Justice Parliamentary Club on January 10, 2011 presented problems and threats related to the functioning of local government in Poland.
After a discussion, the following postulates were accepted:
- Restoring the principle of compensating the financial losses in own revenues of territorial self-government units (JST), which are the result of legal changes.
- Securing coverage for educational operating costs.
- Inclusion in the educational subsidy of expenses incurred for running kindergartens and pre-schools.
- Introduction of VAT refunds on investments carried out by TSU for capital expenditures.
- Change in the mechanism of granting equalization subsidies, which should take into account not only the uneven distribution of revenues of territorial self-government units, but also the different costs of performing tasks (related to the mechanism of payments to the budget, the so-called "Janosikowego").
- Transmission of new tasks in a legally organized manner, taking into account reliable valuation of task costs and their full coverage, as well as determination of task implementation standards.
- Establish the principles of the spending rule with local governments and postpone its implementation.
- The deficit reduction procedure should take into account the possibility of TSU development, including implementation of projects with the participation of EU funds.
- Giving local government organizations the power to file a constitutional complaint regarding the tasks of TSU.
- Provide health care for children and youth in educational settings.
