- Every nation keeps in its memory important events of its history. For Poles such an event is the adoption of the Constitution of May 3rd in 1791. It was a unique act in our history, which had a European and even global dimension. It was the first written constitution in Europe. - said Sejm Speaker Marek Kuchciński at the meeting with representatives of the diplomatic corps on the occasion of the National Day of May 3.
The Speaker of the Sejm recalled the authors of the 1791 Constitution, who combined the traditions of the Polish Kingdom and the Republic with modern Enlightenment ideas. - They reached for modern solutions (...): it was not granted by a monarch, but was passed by a representation of the then political nation of the Republic, (...) it states that "all powers of human society originate from the will of the people" and establishes the Monteskian tri-partite division of power into legislative, executive and judiciary. Marek Kuchciński emphasized that the 3rd of May Constitution was a work of politicians striving to repair the country. - This act is seen in terms of national steadfastness in the fight for the existence of the Polish state and giving it a modern political order. Therefore, it is a holiday of victory and joy - he emphasized.
Celestino Migliore, Apostolic Nuncio and Dean of the Diplomatic Corps in the Republic of Poland, speaking on behalf of the invited diplomats, emphasized the importance of the event which took place in 1791 and which was the adoption of the Constitution of May 3 as the first constitution in Europe. - By participating in this meeting we can pay our respects to the Polish legislature and all parliamentarians - he said.
Nuncio Migliore also referred to the resolution adopted by the Sejm on April 29th this year, regarding the commemoration of the creators of the Constitution of May 3rd, drawing attention to one of its provisions, which states that The 3rd of May Constitution was an expression of the noblest aspirations and a desire for a modern, safe and just state. The ideas expressed in the Constitution inspired political thinkers and lawmakers for years to come, as well as millions of Poles who wanted to base their national community on the rule of law. - wrote the resolution.
At the meeting Speaker of the Sejm Marek Kuchciński also informed about the nearest planned international activity of the Sejm. He mentioned, among others, the Conference of Speakers of the EU Parliaments in Luxembourg and the Carpathian Europe Conference to be held in Ukraine.
