Amendment of the Law on the Institute of National Remembrance was the main point of Wednesday's work in the Wiejska parliament. During the 65th session, MPs also dealt with a package of urgent government draft amendments to the Law on Waste and the Environmental Protection Inspectorate. The Sejm thus joined in solving the problem of waste abandonment and the recently intensified phenomenon of fires at places where it is stored. The House also began work on a bill introducing subsidies to rents in the first years of renting an apartment. The next, 66th session of the House will be held next week (July 3 - 6).
Laws passed by the Sejm
The Sejm amended the Law on the Institute of National Remembrance. The amendment repeals the article providing for criminal liability for attributing to the Polish nation or state responsibility for, among other things, the crimes of the Third German Reich. According to the government, which submitted the bill to the Sejm as a matter of urgency, A more effective way to protect the reputation of the Republic of Poland and the Polish Nation will be to use civil law tools.

The Sejm considered two government bills: Amendments to the Act on Waste and the Act on Environmental Protection Inspection. Both submissions were declared urgent by the government, which meant a faster mode of work in the Sejm, shortening to 14 days the deadline for consideration by the Senate and to 7 days the deadline for signing the bills by the President.
Amendments to the Law on Waste are intended to help solve the problem of waste abandonment by waste managers in places not intended for this purpose. The project is a legislative response to the recently intensified phenomenon of fires at places of storage or dumping of waste. One of the solutions is to impose on companies operating in this industryobligation to have adequate safeguards for the costs of removal and management of abandoned waste. Another significant change is the introduction of a requirement to own (or hold in perpetual usufruct) land on which, among other things, hazardous waste collection will be carried out. The government also proposes that waste storage areas are monitored. The bill was referred to the Committee on Environment, Natural Resources and Forestry for further work.
The amendment to the IOŚ Act increases the environmental safety of citizens by providing a stable system of financing research and evaluation of the state of the environment and increasing the competitiveness of enterprises through elimination of the grey market in waste management. The bill strengthens the inspection activities of the Inspectorate by, among other things, allowing nationwide inspections initiated by the Chief Inspectorate of Environmental Protection. The bill will now be discussed by the Committee on Environmental Protection, Natural Resources and Forestry.
The deputies also started working on a draft law on special solutions for Ostrowice municipality in Zachodniopomorskie province. It is a response to the extremely difficult financial situation of the municipality. It creates a legal basis for its liquidation and incorporation into neighboring municipalities without their bearing the burden of repaying the liabilities of the liquidated unit. Government draft law on state aid to housing expenses in the first years of lease of an apartment is another socially significant document, which the MPs dealt with in the first reading during the 65th session of the Parliament. The solutions will help solve the problem of housing shortage for people whose income is too high to apply for communal housing and at the same time too low to take a loan to buy their own apartment. The government estimates that about 40 percent of the population may be targeted by the project.. The project will now be discussed by the committees: Infrastructure and Local Government and Regional Policy.
The Sejm has also begun work on the government's draft amendments to the Tax Ordinance. The bill introduces changes in the provisions on blocking the account of a qualified entity (entrepreneur) as part of counteracting tax evasion and preventing transfer of untaxed funds. The Sejm has referred the bill to the Public Finance Committee for consideration.
