The so-called small law on innovation

 

The law on support for pregnant women and families "For life" is to provide assistance to families with disabled children. Its goal is to facilitate and provide coordinated assistance with health care services, including prenatal diagnosis, and access to policy instruments for the family. Support is also to include, among other things, psychological and legal assistance. Assistance will also be directed to families with a child with a disability certificate or a light, moderate or severe disability certificate. Also, children and adolescents with opinions on the need for early support for child development, special education or remedial classes will be able to benefit from it. The law also stipulates, among other things, that children under the age of 18 with severe and irreversible disabilities or terminal life-threatening illnesses that arose during the prenatal period of their development or at birth would be able to benefit from children's palliative and hospice care services out of turn. The available assistance will be managed by a family assistant, who will be the so-called "guide" to the system. In addition, the law provides for a one-time benefit of PLN 4,000 for the birth of a child who has been diagnosed with a severe and irreversible disability or an incurable life-threatening disease, which arose during the prenatal period of the child's development or during childbirth. This benefit will not be subject to enforcement and will not be included in the income eligible for social assistance.

The law around the budget ensures that the basis for calculating allowances for the company social benefits fund for pensioners - former soldiers and officers of other uniformed services - is maintained at the current level. Analogous solutions will also cover employees of public universities and teachers.

Law on the system of common courts and some other acts aims to make judges' asset declarations public and to combat the lengthiness of court proceedings. It was decided that judges' asset declarations will be public and published in the Public Information Bulletin.

Law on the status of judges of the Constitutional Court Regulates the rights and duties of Constitutional Court judges, as well as issues of immunity and disciplinary responsibility.

National Historic Preservation Act and the Law on Museums makes the technical changes necessary to ensure the law's consistency with existing regulations.

Law on commercial quality of agricultural and food products unifies the rules for labeling agri-food products with the "Polish Product" mark. The producer will be able to use this mark if the agri-food article produced by him was made in Poland and from native ingredients. Under the amendment, such a product will also not be allowed to contain more than 25 percent imported raw materials. The design of the "Polish Product" mark will be determined by the Minister of Agriculture and Rural Development. Other logos used to date will be allowed to remain in circulation until December 31, 2017.

Feed Law postpones the entry into force of the ban on GMOs in animal feed from January 1, 2017 to January 1, 2019.

Law on health care services  Among other things, it stipulates that mandatory immunizations will be financed from the state budget.

Road Transport Law aims to establish a National Electronic Register of Road Transport Entrepreneurs.

 Small Law on Innovation introduces a coherent system of instruments to reward and encourage innovative activity.
