1. increase EU funds for Polish agriculture from EUR 30.5 to 34.5 billion, i.e. to more than PLN 150 billion for the years 2021-2027. There have never been such large funds for Polish agriculture before.
According to the draft budget prepared in 2018 by the European Commission, Poland was to receive €30.5 billion for agriculture. The actions of the Law and Justice government, in particular Prime Minister Morawiecki, as well as the EU Commissioner for Agriculture Janusz Wojciechowski made this amount increase to 4 billion euros - from 30.5 to 34.5 billion euros, or about 150 billion zlotys. More than 10 thousand zlotys for each hectare of Polish agricultural land, more than 100 thousand zlotys on average for each farm - these are the largest funds ever to hit the Polish countryside.
The reform of the Common Agricultural Policy provides for more support for small and medium-sized family farms, support for short supply chains, direct sales, organic farming, and additional funds for farmers who care about animal welfare. This significantly increases the chances of Polish agriculture based on small and medium-sized farms and allows not only for survival but also for development of these farms.
2. reform of the Common Agricultural Policy favorable for small and medium-sized family farms, very good for Polish agriculture.
Commissioner Wojciechowski led the reform of the EU Common Agricultural Policy for 2021-2027 and reached a political agreement for this reform between the European Parliament and the Council in June 2021.
The CAP reform provides more support for small and medium-sized family farms, support for the short supply chain, direct selling, organic farming, and additional funds for farmers who care about animal welfare. This significantly increases the chances of Polish agriculture based on small and medium-sized farms, allowing not only for the survival but also for the development of these farms.
The reform is widely regarded as the most important reform in 30 years.
3. vision for rural development by 2040 - more EU funds for rural areas.
The strategy for rural development in the EU until 2040, prepared and carried out by the Polish Commissioner for Agriculture, contains very good directions for the Polish countryside in terms of spending EU funds, in particular for levelling development differences between urban and rural areas, greater support for local governments and rural organizations, development of public transport, accessibility of health care, education, culture, etc. This strategy means that rural areas will be preferred in the EU policy and will receive much more EU funds than before.
4. pandemic crisis management that is effective and good for Polish farmers.
On the initiative of the Agriculture Commissioner, the EU established "green corridors" for the transport of food, agricultural commodities and animals, preference for the movement of seasonal workers across borders, rapid approval of national public aid for sectors affected by the crisis, effective intervention in the beef and milk markets, facilitation of payment claims for farmers, simplification of controls, the use of unused CAP funds to help farmers affected by the pandemic - all this helped farmers in Poland and was praised throughout Europe. As a result, the crisis caused by the pandemic did not cause interruptions in food supplies and did not have a negative impact on agricultural production.
5. favorable plan for organic farming development.
The plan for the development of organic farming prepared and implemented in the EU is very good for Polish agriculture - for small and medium-sized family farms that gain new market opportunities. Many smaller farms do not have a chance to compete in the race for production intensity, but thanks to ecology new perspectives open up for them.
