During its 59th session, the Sejm passed five laws - on judicial officers (original print no. 1582) and the Law on Bailiffs' Fees (original print no. 1582). The new provisions provide, among other things, for a single 10% enforcement fee and introduce the obligation to record all enforcement actions. The incorporated amendments also provide that, in the case of an inexpedient initiation of enforcement proceedings, the bailiff will charge the creditor a fee of 8% of the enforced benefit. Accordingly, the bailiff will not charge the debtor and will return the previously enforced fee to the debtor. Under the adopted amendments, the provisions of both laws are scheduled to take effect on January 1, 2019.
The MPs have decided to amend the Water Law (original print no. 2250). The amendments clarify and supplement the existing provisions. According to the amendment, cases initiated and not concluded prior to the entry into force of the Water Law on 1 January this year, and concerning decisions on environmental conditions and in cases of project impact assessment on the environment (issuance or amendment of the decision), will be subject to the provisions in force prior to 1 January 2018. The amendment will also make it possible for entrepreneurs who have failed to comply with the conditions of the water-legal permit granted (regarding the amount of water taken and the quality of sewage discharged) to count started environmental investments towards penalties.
The House passed an amendment on trade quality of agri-food articles (original printing no 2266). According to the amended law, the Agricultural and Food Quality Inspection will be obliged to examine samples of agricultural and food products.
The MPs considered the Senate draft amendment to the Act on Vehicle Drivers (original print no. 1714). The amendment waives the fees for the practical part of the state driving test for disabled persons if the test is not conducted in a vehicle of a provincial road traffic center, but in a vehicle of a disabled person adapted to his/her condition. In addition, it introduces an Internet database of information on available vehicles for the exam for persons with disabilities.
The Sejm has also adopted amendments to the Rules of Procedure (original print 2009) that introduce financial penalties for MPs who prevent the Sejm from working.
