Implementation of new PiS programs should be consulted with communities and institutions that will implement them, Sejm Speaker Marek Kuchciński said on Sunday at a meeting in Janów Lubelski. He asked for comments and proposals to them.
The visit of the Speaker of the Sejm in Janow Lubelski was one of many meetings of leading politicians of the Law and Justice party with voters, which started in the whole country after Saturday's convention of the Law and Justice party and the United Right party under the slogan "Poland is one".
Kuchciński said that in the next few months, those in power will prepare and introduce to the Sejm bills related to the programs presented on Saturday.
It would be good for them to be consulted directly with practitioners, i.e. individuals, social and professional groups that will be affected by them, as well as with representatives of local governments and non-governmental organizations during the design works in the government
- Kuchcinski said.
The Speaker recalled some of the proposals made during the convention in Warsaw. Speaking about tax reduction CIT for small and medium-sized enterprises, he assessed that already the previous, in 2015, reduction of this levy from 19 to 15 percent brought good results, as entrepreneurs expanded their business.
In 2017, the income to the state budget increased by PLN 13 billion, hence the government decided that it should take a risk and go further down this road, further down, lowering the corporate tax to 9 percent. As far as I know, in the European Union, I think only Hungary has introduced such a reduction, everywhere else this tax is higher. In a sense, we are at the forefront here
- he stressed.
The "Accessibility Plus" program, for which almost 24 billion zlotys have been planned - Kuchciński said - is to analyze and introduce various changes in infrastructure to make it easier for pensioners, the elderly, the disabled, to live every day, move around, use various services. It is, for example, about people who live on higher floors in houses without elevators.
The same is true for access to various institutions, stores. In most cases, the offices of deputies and senators are located not on the first floor, but on the first and upper floors
- Kuchcinski noted.
In his opinion, such changes require considerable expenditures, exceeding the capabilities of local governments, even in the largest cities, and government support is necessary. He appealed for proposals for concrete solutions to such problems.
Please suggest various proposals so that we do not leave the solutions to these problems solely to officials in ministries

The announcement of a fund for construction and repairs of local roads, for which 5 billion zlotys is to be allocated already this year, is addressed to local governments, Kuchciński said.
This fund will grow every year. This is a signal for local governments to get involved. Especially those communes and districts, which so far have had no money to build roads and sidewalks

Kuchciński asked the audience to come up with their own ideas. One of the participants of the meeting suggested adding one more program, "farmer plus", to the package of announcements in order to improve the functioning of ARMA and KRUS and improving the situation of farmers. He said the benefits of KRUS are low. He gave an example of a farmer who received 10 zloty of "sickness" per day. "This farmer does not work, does not produce goods for the family for the whole year, and he gets 10 zloty a day," he pointed out.
He also asked for the reinstatement of the former retirement age limit for farmers - 55 for women and 60 for men. He asked for an increase in subsidies and the launch of government grants for the purchase of agricultural equipment.
Kuchcinski thanked him for these suggestions.

He added that soon a "whole package" will be announced to meet the expectations of farmers, also concerning the improvement of work KRUS and ARMA.
There is often a discussion in the Sejm to return to the original retirement age for farmers, 55 and 60. Personally, I agree that the occupation of a farmer should be classified as a difficult and hard one, like that of a miner. And this work must be appreciated
