- The May 3rd Constitution was the work of the Four-Year Sejm, but it was also the culmination of many years of efforts to repair the Polish state, an expression of the collective wisdom of the Poles who strove to repair their own country in crisis and proof of the possibility of a compromise between the majesty of the Republic in the person of the king and the nation represented by deputies and senators," said Marek Kuchciński during the celebrations of the anniversary of the 3rd of May Constitution.
The Speaker recalled that the Constitution adopted 227 years ago was the first in Europe and therefore had a great impact on the development of constitutionalism, as well as democracy on a universal scale.
According to Marek Kuchciński, its creators had a vision of a renewed Republic and nation as a political community including all states and ethnic, language, regional and religious groups. They were to be united by the rights and liberties of the Republic.
- The Government Act states: "all power of a human community takes its origin from the will of the nation". Thus the nation was recognized as the sovereign," argued Marek Kuchciński.
During the ceremony, wreaths were laid at the stone commemorating the 3rd of May Constitution on the Castle Hill in Przemyśl, the appeal of memory was read, and the Riflemen took the oath.
The ceremony was attended, among others, by MP Andrzej Matusiewicz, MP Marek Rząsa, Podkarpackie Voivode Ewa Leniart, Deputy Voivode Lucyna Podhalicz, Voivodeship Marshal Władysław Ortyl, Deputy Marshal Piotr Pilch, President of Przemyśl Robert Choma.
