On Wednesday, April 3, at 10:00 a.m. the 79th session of the Sejm will begin. The main item on the agenda will be the "Emerytura Plus" project, i.e. additional support for pensioners in 2019. The agenda also includes, among others, further proposals on sealing VAT and a project hitting the drug mafia. MEPs will also work on the ratification of the protocol on the accession of North Macedonia to NATO.
According to the draft presented by the government on the provision of "Emerytura Plus", this year all pensioners will receive an additional pension of PLN 1100 gross, or PLN 888.25 per hand. The support will be paid automatically, without unnecessary paperwork, regardless of the amount of benefits received. The thirteenth pension will go to more than 9.8 million seniors, including nearly 7 million pensioners and over 2.5 million disability benefit recipients. The benefit will be used by people in the general insurance system, farmers in the Agricultural Social Insurance Fund, uniformed services, war invalids and pensioners, as well as people receiving teachers' compensation benefits, pre-retirement allowances and benefits, or social pensions. The government stresses that in order to improve the situation of pensioners and their financial security, a triple action for seniors is being implemented in 2019 for the first time in 30 years: The quota pension indexation, reduced PIT and the "Retirement Plus" benefit..
Creation of a single VAT taxpayer database The proposed amendment to the Law on Goods and Services Tax assumes. This government proposal is part of the implementation of Prime Minister Mateusz Morawiecki's exposé. The purpose of the new solutions is further tightening of the VAT system. They will also contribute to strengthening fair competition among entrepreneurs and reducing the grey market. According to the draft, a list of VAT taxpayers will be made available on the website of the Ministry of Finance. The register is tominimize the risk of taxpayers unwittingly participating in VAT carousels.
No more illegal exports of medicines from Poland - Such is to be the effect of governmental proposals of changes in the Pharmaceutical Law and the Law on Medical Activity. The goal is effective fight against the drug mafia.The bill provides for stricter penalties for illegal export of medicines. It introduces a ban on pharmaceutical wholesalers sourcing medicinal products from retailers,among others. in pharmacies. Acquiring, disposing, exporting or storing a drug against the law will be punishable by imprisonment from 3 months to 5 years. For large-scale crimes, from 6 months to 8 years, and if the crime involves of a drug threatened with lack of availability in Poland will be punished with 1 to 10 years of imprisonment.
The Sejm will take up a project concerning ratification of the Protocol to the North Atlantic Treaty on the accession of North Macedonia, signed in Brussels on February 6, 2019. The Government indicates that NATO's enlargement policy remains fundamental to increasing the zone of security and stability in and around Europe's borders. In the government's assessment accession of Northern Macedonia to NATO should bring tangible stability to the entire Western Balkans region and a positive change in the security environment around Poland.
During the 79th session, the Sejm will also consider a motion to express no confidence in the Minister of Agriculture and Rural Development.
In votes scheduled for the second day of session, the House will take among others. decision on the appointment of the President of the Office for Personal Data Protection.
