One hundred years ago, in his opening speech to the Legislative Sejm, Marshal Józef Piłsudski said: "Today we have a great holiday of the nation, a holiday of joy". These words were recalled today by Speaker of the Sejm Marek Kuchciński during celebrations related to the rebirth of Polish parliamentarism. Pilsudski's words were the first uttered in the Polish Parliament since September 1831, when the Sejm of the Kingdom of Poland ended its history.
Marek Kuchciński said that the creators of our independence faced the question of what Poland should be like, and the Legislative Sejm was supposed to answer that question.
- In the Legislative Sejm sat deputies with different views and political experience. However, they were united by the conviction that the Republic of Poland is the highest value. The conviction that freedom is the condition of a democratic state. And its guarantor - the Sejm - said the Speaker of the Sejm, according to whom the impressive achievements of the Legislative Sejm: 571 laws, allowed for administrative unification of the country, economic reconstruction and development of social life.
The adopted legislation was distinguished by extremely modern social solutions. The greatest achievement of the Legislative Sejm was the adoption of the Constitution of March 17, 1921 - the first modern constitution, introducing democracy and social justice as well as a bicameral parliament representing the sovereign, i.e. the nation.
The first session of the Legislative Sejm took place on February 10, 1919, in the building of the former Alexandria-Mary Institute for the Education of Ladies in Wiejska Street in Warsaw. The session was opened with a speech by the Provisional Head of State, Józef Piłsudski. The function of the Speaker of the Legislative Sejm was performed by Wojciech Trąmpczyński. On March 17, 1921. The House adopted the Constitution of the Republic of Poland, known as the March Constitution. Members of the Legislative Sejm met for the last session on November 27, 1922.
