On March 11, 1990, the Supreme Council of Lithuania was the first of the Soviet republics to proclaim the Act of Restitution of the Independent State of Lithuania.

The act, signed by all members of the Supreme Council of the Republic of Lithuania, emphasized the renewal and legal continuation of the interwar Lithuanian state, which fell under the occupation of the Soviet Union and lost its independence in June 1940.
