The anti-crisis shield gains more solutions. These include the right to exemption from Social Security for companies employing up to 49 people, benefits for quarantined farmers and their families, and Internet access for those wishing to handle official matters online. What other forms of support does it offer?
The Anti-Crisis Shield is a package of solutions designed to help Polish companies and their employees get through the crisis caused by the coronavirus pandemic. The new regulations have been in force since 1 April, but the government is still working on further forms of support for companies and citizens. We present the new proposals.
- Larger companies also with Social Security exemption for 3 months
We significantly expand the circle of entrepreneurs who will benefit from a 3-month ZUS contribution vacation. So far such an exemption from ZUS contributions concerned the self-employed and micro-companies employing up to 9 employees. After the changes, also companies employing from 10 to 49 people will benefit from the ZUS vacation.
The state will cover half of the ZUS premiums for these enterprises on condition that they maintain employment during this period. The mechanism will have a positive impact on reducing redundancies.
- Longer stoppage for the self-employed and employees on civil law contracts
Persons running one-man businesses, as well as those employed under civil law contracts will receive a benefit of PLN 2,000 for 3 months. Originally the support was to be granted for 1 month.
- Allowance for quarantined farmers
Farmers and their domestic workers can expect to receive a 50% minimum wage benefit if they are unable to work due to mandatory quarantine or hospitalization for coronavirus.
- Extension of job protection benefits to NGOs
Nonprofit, public interest, and volunteer organizations will be able to take advantage of the state's job-protection support.
- Securing funding to stop COVID-19 from being enforced
If you or your company allocates funds to fight coronavirus, they will not be enforceable under:
- civil procedure,
- actions of judicial officers,
- administrative enforcement agencies.
- Unlimited internet access to GOV.PL and online medical services
If you use a cell phone, you will get unlimited internet access to "public" websites. This includes:
- pages in the gov.pl domain,
- services that enable remote medical diagnostics,
- e-learning services enabling remote work of teachers and students.
- Support for eServices in healthcare
Health care facilities will receive access to high-speed Internet, as well as equipment that will enable them to conduct remote medical diagnostics.
Similar support will be provided to seniors and people with disabilities. We will provide them with devices and services thanks to which they will be able to perform everyday activities, such as using health care services remotely.
For this support we will provide a one-time grant from the state budget in the amount of PLN 87 million.
- Faster implementation of the Broadband Fund and the National Education Network
Later this year, we will launch the Broadband Fund to provide citizens with access to basic social e-services. The program was not originally scheduled to begin until 2021.
We will also accelerate the development of the National Education Network so that all citizens can benefit from Internet access on equal terms.
- Schools with computer hardware and software for remote work
New solutions also include support for equipping schools with computer equipment and other multimedia devices, as well as software for conducting remote classes.
- Simplifying the operation of postal services
We are streamlining the functioning of the Polish Post Office:
- a letter that is registered mail will be able to be delivered to a mailbox without having to make a request at the post office;
- courier shipments will be able to be delivered without the requirement to obtain an acknowledgement of receipt.
The changes will allow, on the one hand, to ensure continuity of postal services and, on the other hand, to increase the security of citizens.
- Extension of administrative deadlines - for vehicle owners, among others
We are extending the deadlines for the obligations imposed on citizens.
If expired:
- driver's licenses,
- driving privileges,
- periodic training,
- medical and psychological examinations for work as a driver
- you have 30 days from the date the epidemic emergency or outbreak condition is revoked.
If your temporary permits and license plates have expired during an epidemic emergency or outbreak - don't worry. You will have 14 days to complete the formalities counting from the date of cancellation of the epidemic or threatened epidemic.
We are suspending medical and psychological examinations during a state of epidemic or epidemic emergency, and extending the validity of certificates for train drivers and railroad workers. We are also extending the validity of traffic safety auditor certificates for the period of an epidemic emergency or epidemic state.
