Summary of the 55th and 56th Sejm Sessions

During its 55th session, the Sejm passed five laws.

1. on specific arrangements relating to the organization of a session of the Conference of the Parties to the United Nations Framework Convention on Climate Change in the Republic of Poland. 

The project concerns the definition of specific tasks of public administration bodies related to the organization of the twenty-fourth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change.

2. o payments under direct support schemes and certain other laws. 

The act aims to indicate the requirements that payment applications should meet, which is supposed to contribute to the increase in the number of applications submitted in electronic form;

3. o amending certain acts in connection with shortening the period for keeping employee records and their electronicisation. It shortens from 50 to 10 years the period for keeping employee and contractor payroll records and changes the principle of payment of wages by employers - a non-cash form will be preferred;

4. o special rules of removing legal effects of reprivatization decisions concerning Warsaw properties issued in violation of law and some other acts.

Its main purpose is to prevent lengthy proceedings before the Commission and to guarantee protection against eviction of tenants.

5. o to perform certain activities of the central authority in family matters with regard to legal transactions under European Union law and international agreements.

It provides for entrusting the cognizance of cases of wrongful removal or detention of a person subject to parental authority or under guardianship to eleven Regional Courts, as well as introducing provisions to streamline the execution of decisions on removal of a child, defining the procedure for obtaining data on a potential foster family and rules for transferring children to foster care.

In addition, the deputies discussed the draft budget law for 2018, the amendment of the law on the monetary benefit due to persons deported to forced labor by the Third Reich and the USSR, the adoption of the Senate amendments on the amendment of the election law. The bill on family planning, protection of human fetus and conditions of permissibility of abortion was referred to the committee for work. A bill amending the abortion law was rejected, among other things, by liberalizing the possibility of abortion.

The Sejm also observed a minute of silence in memory of the late Prof. Boguslaw Banaszak, constitutional specialist and judge of the State Tribunal, member of the Sejm's Expert Group for the Issues of the Constitutional Tribunal, author of numerous legal opinions for the Sejm.

During the 56th meeting The Diet passed the budget bill. 

The bill raises spending on, among other things, sustainable development, defense, health care, defense, education, agriculture or culture. The measures also take into account the retirement age of 60 for women and 65 for men and the programs Family 500 Plus and Housing Plus.
